Differences and Laylat al-Qadr Quran Nuzulul

Nuzulul Qur'an is the Qur'an turunya time that coincided with the nights Laylat al-Qadr called. Allah's Quran down on Laylat al-Qadr. As word of Almighty Allah in Surat Al-Qadr verse 1-5.
However, Nuzulul Qu'an often celebrated on the night of 17th Ramadan, while generally known that Laylat al-Qadr night falls on the third night of Ramadan last month. Why be different?
Allah is saying

 
إنا أنزلناه في ليلة القدر. وما أدراك ما ليلة القدر. ليلة القدر خير من ألف شهر. تنزل الملائكة والروح فيها بإذن ربهم من كل أمر. سلام هي حتى مطلع الفجر
Indeed we have dropped (the Qur'an) on the night of glory. Do you what the Night of Power is? Night of Power is better than a thousand months. On the night the angels descend and the Angel Gabriel with the permission of their Lord to regulate all affairs. That night (full) welfare until dawn. (Surat al-Qadr 1-5).
The scholars disagree about dlamir "hu" or pronoun that refers to the Qur'an in the first paragraph. Does the Qur'an that it is referred to in paragraph a whole, meaning that Allah Al-Qur'an down all at once from Lauhil Mahfudz to Baitul Izzah (sky world) on the night of Laylat al-Qadr, or in part, because that God Almighty was first down Al -Qur 'an to the Prophet Muhammad, namely Al-'Alaq letter Paragraph 1-5 on the night of Laylat al-Qadr?
In a noted history, Ibn Abbas RA explained that the Qur'an is derived in Laylat al-Qadr keseluruhnya; only then gradually revealed to the Prophet Muhammad. (Narrated Ath-Thabrani).
Meanwhile Nuzulul Quran often celebrated on the 17th of Ramadan, by conducting recitation or Tabligh Akbar, and not on the night of Laylat al-Qadr. This is based on an opinion stating that the Prophet was on that date at the age of 41 years get a revelation the first time. Ie surah Al-'alaq paragraph 1-5 when he berkonteplasi (retreat) in the cave Hira, Jabal Nur, approximately 6 km from Mecca.
Nuzulul Quran which is celebrated by Muslims is intended as a warning to drop verses of the Qur'an to Prophet Muhammad namely verses 1-5 Surah Al-alaq.
اقرأ باسم ربك الذي خلق. خلق الإنسان من علق. اقرأ وربك الأكرم. الذي علم بالقلم. علم الإنسان ما لم يعلم
Read the (call) the name of your Lord Who created. He has created man from a lump of blood. Read on, and your Lord is Most Generous. Who teaches (men) with perantaran kalam He taught man that which he does not know.
As for referring to the nights Laylat al-Qadr Al-Qur'an lowered from Lauhil Mahfudz to Baitul Izzah or sky world. It was told that at night the sky became clear, did not seem the slightest cloud, the atmosphere calm and quiet, neither cold nor hot.
